Harvest Care Centre

We are a non-profit organization officially registered with the Registry of Societies since 18 March 2005. Facing the growing needs of youths, families and the elderly in our society, we want to play our part in actively reaching out to these various needs. Therefore, we dedicate ourselves to transforming communities by meeting the needs of individuals and families of all races and religions.

Board of Directors

Rev Bernard Foo
President of the Board

Rev Bernard Foo is the Senior Pastor of Harvester Community Church. Prior to that, he was working in the banking industry. Together with his wife, Rev Bernard Foo has been thickly involved in family and pre-marital counselling for more than twenty years and has set up educational centres in India and the Philippines. He has a strong passion to see families and communities impacted and empowered in Singapore and other countries. Married for more than twenty years, Rev Bernard Foo is a proud father of two grown-up sons and now a loving grandfather of three adorable grandchildren.


Mr Vincent Heng
Vice-President of the Board

Mr Vincent Heng is a director in a statutory board. His responsibilities includes broadly ensuring organisational resilience in the areas of risk management, emergency preparedness and contingency response. With his creativity and initiative, Mr Vincent Heng has spearheaded many fundraising events for Harvest Care Centre. A firm believer in teamwork, he passionately looks for avenues of collaboration and partnership because "together we can do more". Married for more than twenty-five years, Mr Vincent Heng is a father of three youths from age of 18 - 24 yrs old.

Ms Priscilla Teng
Secretary of the Board

Ms Priscilla Teng is a Manager at a Tertiary Institution. With her strong administrative skills, Ms Priscilla Teng has provided valuable support in the running of Harvest Care Centre. Her previous volunteering experience involved counselling premature school leavers to return to school or be gainfully employed. Ms Priscilla Teng holds a Bachelor of Science (Honours) from the National University of Singapore.


Mr Christopher Neo
Member of the Board

Mr Christopher Neo is an accountant working in a multinational company based in Singapore. He aspires to contribute his avid background experience in accountancy and finance to the cause of Harvest Care Centre. Mr Christopher Neo has also been part of various planning committees for events in Harvest Care Centre, with one example being ROMP! a youth sports carnival, where he spearheaded the table tennis competition. Mr Christopher Neo graduated from Nanyang Technological University with a Bachelor in Accountancy.

Ms Lee Mei Xian
Treasurer of the Board

Ms Lee Meixian has more than ten years of experience working in the media industry, spanning film, journalism, public relations and investor relations. Ms Lee Meixian believes that she is able to contribute to Harvest Care Centre in the area of external communication, by conveying what the organisation stands for to the public. She holds a Bachelor of Social Sciences (Honours) from the National University of Singapore, with a major in communications and news media

I am impressed that the SPARKS Student Care Centre is well set-up with the tuition room and kids playroom where they can play soccer and basketball at the rooftop of the centre too.
